Jetspeed deploy portlet problem

Hello  all.
        I have installed jetspeed 1.5, deployed tutorial.
In page 
http://localhost:8080/jportal/portal/media-type/html/user/turbine/page/default.psml/js_peid/100?action=controls.Customize
item "Add portlet" is not active.What i must to do  to activate it?
