If you don't need fancy portlets for modifying your portal from portal itself, Jetspeed-2 already works just fine. Only
problem is that you need to modify all the xml files and deploy your portlets directly in jetspeed deployment directory
with other tools.
A portlet selector (customizer) will be included in M2.
I recently wrote a prototype popup portlet selector with satisfying results.
