(I hope I'm not misunderstanding your question) If you log in with the
admin account (I think it comes with the default database setup, but I
forgot what the default password was), you'll see "Jetspeed
Administrative Portlets" on the left nav. Click on it and you should see
the User Management page (if not, click on the "User Management" tab).
