I had a similar problem with Role. I added a Role but I needed to logout and
login to see it in the list when adding a new user.

- I log in as manager
- I create a new user with "User Detail Information" portlet
- I try to bind the new user to a remote Principal, I click on "Select a
user" icon
- on Portal Users window, my new user does not appear
- I click on Refresh button, but my new user still does not appear
- I log out
- I log in and I re-try to bind, but this time my user appears!
It seems that system needs a "strong refresh" to load all portal users.
