I think I didn't get your question... or what you want to achieve
If the tab is not active, the link is automatically created by the macro
Audry talks about in her reply... you don't have to do anything special...

Hi,
I think tabs are the same as psml pages, so if you want a new tab named
"Administrative" you should make a new psml page with a short-title tag
in it...
<page>
<title>Administrative</title>
<short-title>Adminsitrative<short-title>
</page>
and then, aggregate the content you want to that page...
I don't know if that is what you want...
