The database is created and populated when you build the portal. Check
that the output from the command 'mvn -P tomcat' (or any variation)
contains the text POPULATE-DB with no errors.


Also, how does one "import" the Jetspeed XML seed file into a db? Is there
an external tool? Thanks

Yes, the Jetspeed Serializer component does all this. See the
etc/build.xml targets to see how this works.
