The decorators can be set at any level in the site hierarchy.
Setting the decorator at the highest level, the root folder, will
propagate down to all folders and subfolders and pages that do not
have a decorator set
Once you set a new decorator at any subfolder level, all contained
pages within that folder will take the decorator, if those pages and
subfolders don't define their own decorator
Any page, including a user's home page, can either have no decorator
defined for it, in that case it inherits the decorator, or it can
define a decorator
When customizing a page, the end user can select a decorator from a
list of all available decorators in the system
