I am using the page.security mechanism to secure specific pages and
portlets in our system.  Sometimes, when a page is accessed before the
system is fully up, the Jetspeed portal seems to completely ignore the
page.security file and give users permission to everything.  In the
past, I've been able to mend things by just restarting the system.
However, I just experienced a case where I could not restore permissions
back to what they were with just a shutdown and startup.

All of the pages in my jetspeed/WEB-INF/pages directory are what I
consider template pages, and only admin users are able to see those.
Each user has their own set of pages in their own directory.  This time,
one role, the only role that logged in when the portal was in it's
unready state had access to everything in the system, the pages in their
own directory as well as all of the template pages.  I eventually had to
remove the role from the system altogether, restart the portal and readd
the role.  

Has this ever happened to anyone before?
