This is pretty easy to achieve, although not so obvious with the demo
distribution.
Steps:
1. login as admin
2. go to the (Security Administration->)User Management page.
3. For the User Details Information portlet, select the Edit button.
Edit the third from bottom field "New User Template Directory".
Enter: /_user/template and Press Save
4. Press Add User. From here you can enter a username, password, and
choose a profiling rule of either "j2" or "user-role-fallback" (NOTE:
the Profiling Rule can also be defaulted in step 3). Press Save
5. Logout
6. Login as the new user you just edited.
7. Go to the customizer, add a new Tab (Page). That page will only be
visible for that current user
Another variation I have done on this is giving a user compete access
to the Site Manager, but only rooted in their home directory
