jetspeed-layouts start-up error

This message appears in the tomcat log during start-up
 
ERROR: The portlet application jetspeed-layouts provided for the upgrade
IS WRONG. The database checksum= 3667982997, but the
local=3500872754....THIS NEEDS TO BE CORRECTED
 
Can anyone tell me what causes this and how do I correct it?
