My suggestion would be to explicitly change the public-view constraint to 
something else, but if you really want to not show public-view pages (sounds 
peculiar huh), you can edit the WEB-INF/pages/page.security in which the rules 
for the public-view are set up.
For example you can remove permissions by using <permissions/>.
