Fragment caching?

Hi,
Is it true that fragments are cached by id over multiple psml pages? 
 
I had two fragments in different psmls with the same id referencing two 
different portlets from the same portlet app. I was experiencing that the 
init-param configuration from portlet.xml was exactly the same. I was also 
experiencing that if the fragment's name reference to the portlet was a 
non-existing one, still the (other) portlet was shown, no error came up.
 
Changing one of the fragment id's solved this.
