Hi I am talking about logs at this location "webapps/jetspeed/logs"
In jetspeed 2.1.3, there is no client configuration of IE 7. so there can be issue for IE 7. I am little bit surprise with you situation, as it seems to be difficult to under-stand, it is giving null pointer in CapabilityMap, once server is running.
I would say check you log file, there would be something there and serving images is not an issue.
