I have created a folder ../applications/j2-admin
But the j2-admin.war doesn't contains my portlet.xml after jetspeed build.

If you're on 2.2-trunk then j2admin has relocated to <Apache SVN
repository>/portals/jetspeed-2/applications/j2-admin. In that case you
have to build your modified j2-admin.war into you're own (local) Maven 2
repository. Subsequent building of the portal will then get the j2-admin
war from there.
