You need to change the jetspeed.xml (under conf/Catalina/localhost).
Tomcat "flipped" the behavior (interpretation) of the useContextClassLoader
setting after Tomcat 5.5.23 ...
So, for Tomcat > 5.5.23 this now needs to be configured as useContextClassLoader="true"
instead of "false".
