I would start by checking that localhost/j2-admin/images/>something in
the images folder> is available
My first thought here is that j2-admin's context root is
/portlet_application/j2-admin/ by the logs
In my EAR j2-admin and jetspeed are on the some level. And check in
<ear>/META-INF/application.xml  This sets the context root for all the
WARs in the ear.

I have jetspeed 2.1.3 deployed with weblogic successfully.

I try to deploy jetspeed v2.1.3 on weblogic V10, with database as oracle

weblogic was successfully when startup, the console display as below:

the logs in jetspeed.log are below:

The weblogic app server and oracle are all running on windows2003
normally.
