Right. I understand, I know the feature and it works for me. Its probably a user experience issue on my part. Sorry. Let me try to explain it:

1. search on "file" from the Portlet App Manager
2. select the found portlet "ContentViewer"
3. enter a portlet name and enter it in the Clone edit field, i entered "ApacheContent"
4. press Clone
5. Press the Refresh link (next to the search button)
6. "ApacheContent" should now be near the top of your list, otherwise search on it
7. Select ApacheContent portlet
8. in the Portlet Details, click on the Preferences tab
9. replace "/_content/menu.html" with "/_content/BillOfRights.html"
10. save
11. make any other changes such as keywords
12. navigate to a page where you would like to add the portlet
13. From the customizer, search on "ApacheContent"
14. add it
