Hi Frank, jetspeed-layout application is designed to be locally deployed. Even though you copied jetspeed-portal-2.2.1.jar into an external app, it is regarded as a different class because the classloaders are different from each other: One from the portal webapp to initialize the JetspeedPowerToolFactory component, and the other from your external layout app to use the JetspeedPowerToolFactory. I think you'd better deploy it as a local app.
