I have done a search for all "*.properties" files that contain ".direct" and
have made sure that all directories begin with a "/".
I am not sure that JetspeedResources.properties would have anything to do
with the problem finding TurbineResources.properties since the
TurbineResources.properties file is loaded before
JetspeedResources.properties.
I have also changed my web.xml init property to have a "/" at the begining
of the TurbineResources.properties path and still have the same problem.
Is there another configuration parameter that would be appended before the
TurbineResources.properties path?

As Steve already pointed out:
<quote>
In your .properties files, your .directory values should begin with a
"/"
ie:
/C:/apacheextras/jetspeed/src/config/JetspeedResources.properties
</quote>
