There are hundreds of improvements in websocket between Jetty 9.1.x and Jetty 9.2.x, the compression extensions updates are just one tiny corner of the set of improvements. The JSR-356 spec itself has undergone many interpretation clarifications and improvements since it went live in JEE7. We have made appropriate changes to our implementation to match these clarifications. (compression, sub-protocol, close state handling, and jsr-356 clarifications make up about 80% of those improvements).
