Why are you running a non-standard version of jetty?

jetty-io-9.3.6.v20151106patch1.jar <-- what is this "patch1" about?

Since you are using Windows, you are *highly* encouraged to upgrade to
Jetty 9.3.9 immediately, as you are vulnerable to a CVE-2016-4800.
