Yay for Jetty 6 still working away!!!

The ThreadPools have been changed somewhat, so there is no direct
equivalent of setspawnorshrinkat.  What exactly do you want to achieve?

Throwing BadMessageException is a bit of a big stick - but it is save to do
so.  Calling response.sendError is gentler way of generating errors, but if
you don't have the response at hand...
