The correct DOCTYPE declaration is

<!DOCTYPE Configure PUBLIC "-//Jetty//Configure//EN" "
http://www.eclipse.org/jetty/configure_9_3.dtd";>

The public identifier you are using is incorrect for 'configure_9_3.dtd'
