EES’s 'Camp 15' To Receive Currency Exchange Soon
Currency exchange for the new South Sudanese Pounds in ‘Camp 15’, a

TORIT, 7th August 2011 [Gurtong] – Currency exchange for the new South
Sudanese Pounds in ‘Camp 15’, a small town in Budi County of Eastern
Equatoria State is set to commence next week after the alleged clash
between residents and the SPLA Division 2, battalion 144.

The currency exchange dates in Camp 15 were confirmed by the State
Government spokesperson for Eastern Equatoria State, Hon. Nasike Allan
Lochul to Gurtong over telephone this morning.

Hon. Nasike said the move followed a clash between natives and the
Sudan People’s Liberation Army, SPLA last Sunday on the July 31st,
leading to the beating of one civilian and a solder to death.

Reports from civilians in camp 15 revealed that the SPLA soldiers
clandestinely leave their barracks and go to civilian residential
areas at night leading to these reported incidences.

Gurtong confirmed an incidence where a sub-chief known as Paul, was
attacked by a group of soldiers in broad daylight at his home in Camp
15 after the incidence occurred the following day. Chief Paul was
ordered to go with the soldiers but fearlessly disobeyed their orders.

This led to his beating and left unconscious, but thank God he
survived. He is currently undergoing medical treatment at Torit State
Hospital after his referral from Loriyok.

Michael Lorot, one of the camp 15 residents told Gurtong over
telephone yesterday afternoon that a youth from Larim was found
slaughtered to death in broad daylight by the SPLA in Camp 15. He
confirmed that already some civilians have fled the Loriyok, Camp 15
town for safety.

Hon. Nasike assured Camp 15, Kimotong Ngarich and Napak residents who
have not been served with the currency exchange that the State
Government was working hard to ensure that the locals exchange their
old currency. The Government’s Special Forces will accompany the
currency exchange team that is expected to be dispatched to the
affected areas.

“The whole of Larim corridor of Budi County in Eastern Equatoria State
has been affected,” explained Simon Manyidi Lokwar, one of locals from
the area. Manyidi narrated briefly on how the conflict erupted and
almost escalated. “A local resident and an SPLA soldier picked a
quarrel over a seat at a public social drinking joint. All of a
sudden, the two started serious confrontations and finally a fight
erupted leaving one of the soldiers dead.”

He said that Camp 15, a small town in Budi County intersecting
Juba-Nairobi highway, was identified by State County authorities as
one of the currency exchange centres but the conflict aborted the
process before it started although a question still remains why they
delayed until 31st July when the exercise across the country commenced
on July 18. Was it because of some logistical arrangements problem or
politics? Some officials posed the question.

Speaking to Gurtong yesterday in Torit, Eastern Equatoria State’s head
of security, Hon. Nartisio Loluke who is also State Deputy Governor
and Minister of Local Government said that the State Government is
working hard to address the problem.

The Central Bank of South Sudan, (CBSS), earlier on scheduled and
shortened the currency conversion period to one and a half months from
the 18th July to 1st September 2011. The CBSS’ move was triggered by a
launch of a new currency by the Republic of Sudan shortly after the
new Republic of South Sudan launched hers.

Recently, Hon. Nasike confirmed to the media that all the exchange
centres except that of Loriyok received additional cash of the new
currency for exchange after the whole State ran short of the new South
Sudanese Pounds. He expressed optimism that everybody in the State
will certainly have their old Sudanese pounds exchanged even before
the set deadline.
