JUBA, 26 August 2011 – The National Legislative Assembly (NLA) of the
Republic of South Sudan yesterday approved the persons nominated by
the President to the positions of Chief Justice, Governor of the Bank
of South Sudan (BOSS) and his deputies.

This followed the tabling of a favourable report by the house select
committee which had been appointed to vet the appointees. The
chairperson of the committee, Hon. Mark Nyipouch Ubong reported that
the committee met twice – on 23rd and 24th August 2011 – to vet the
appointees. Hon. Nyipouch reported that the appointees were vetted on
their educational qualifications, work experience, moral integrity and
political neutrality.

The chairperson reported that the committee found that the nominee for
the position of Chief Justice, Justice Chan Reec Madut is highly
eligible for the position he has been appointed to. Therefore, the
committee recommended that his appointment be approved by August
House. Consequently, the appointment was then approved by the House
through acclamation.

The chairperson also presented a report on the appointees to the
positions of Governor of Bank of South Sudan and his two deputies. The
appointments were also approved.

During the same sitting the caretaker minister for Justice Hon John
Luk Jok explained the role of his ministry in the dura scandal. He
said that the contract was done through single-sourcing which is
susceptible to abuse.

He also reported that eleven companies have been taken to court by the
government in efforts to recover public funds from them. He called
upon the minister for Finance and Economic Planning to investigate
staff of the ministry to ascertain how the companies were paid without
the necessary certifications that they have completed the work.

The sitting was chaired by the Acting Speaker Hon. Gen. Daniel Awet
Akot. 256 members attended the sitting.
