Policemen cause insecurity Policemen in Juba are not well trained
because they don't known their duties. They just started beating the

Response to EL TALYEB MUSTAFA I would like to assure you, Mr. Mustafa,
your popular call for overthrown of Republic of South Sudan will not
happen nor your Government will be able to defeat SPLA. I think your
mind is full of impossibilities, myopia though that never represent
human being. If the SAF did not defeat SPLA during struggle of 21
years of civil war, how will it be possible to overrun South Sudan? We
knew it very well that the rebel activities in South Sudan are
fighting proxy war on the behalf of Khartoum regime, please let me ask
you a question: why the rebels of South Sudan come at your border not
coming from Uganda either Kenya? It shows to the whole world that your
Government is one that's sponsoring George Arthor to fight the South
Sudan. Let me enlighten you that your Government won't succeed in
toppling SPLM-led government, I hope you have to change your narrow
mind on such Arabs toppling government that will never reach South

Ramciel should not be a dumping city like Juba. Ramciel as Republic of
South Sudan Capital city should not be a dumping city like Juba from
all the East African thieves who come to South Sudan in the name of
making business when they are unable to communicate neither in
English, Swahili nor Arabic and later remains as the ringleaders of
criminal acts in City.Ramciel should be protected from all these
rubbishes who could not afford to do business in their own
country...They should not invest in criminal acts again in Ramciel.

Relocation of the future city of Southern Sudan to Ramciel is
accepted. However, what provoked me much is comparing it with the city
of Nairobi. Because of Nairobi, the government of South Sudan is ever
in a great MESS, being dragged by the ideas of the people of Nairobi
as if without them they cannot function or lead our people. We as a
nation, lets leave this issue of borrowing ideas from the foreign
countries, please! In addition, let me hope that the city plan is not
going to be a copy and paste plan of Nairobi City. Organize your
thought before acting, otherwise, you are adding more shame than the
existing one on the people of Southern Sudan. The other issue is that,
do we have enough building materials in that place? Or you people are
still going to depend on the blessed greater EQUATORIA. Before getting
excited, let the government, first weigh the expenses of transporting
the building materials to the site and how to achieve it. Do not be
taken up by the endless dreams alone. They should consider the
economic status of South Sudan, as a young country and under
development, infrastructures/health systems are very poor, people are
still depending on reliefs to other parts of South Sudan, and
malnutrition rate is shooting up. See the neighboring countries, how
they are developing, they are developing because of the avoidable
ignorance of the people of South Sudan and their leaders. Our Little
resources have been wasted on buying expensive vehicles, renting
expensive houses in Kenya and other neighboring countries. We and our
leaders should reform!!! We are like a child who is learning how to
walk. Be aware of PIGS behaviors, when they gathered, what they know
is to scramble for the cold mud to reduce their temperatures without

What's wrong with going to RAMCIEL after 5 years? I want to tell you
brothers and sisters that the decisions of changing the city is not
some thing done accidently as you all know. Why should some people
propose 20 years for the relocation to take place? Where shall the
investors get land since Bari tribe do not want to give up their land?
I am saying that out of experience. Who of you has not heard the
question of land in Juba here? It is right to do other burning things
like immediate construction of our oil infrastructure, develop our
local roads by tarmacking them, improve education, health etc before
that going to Ramciel but where will the investment take place since
it requires land? 20 years are too many for relocation of the city, it
has to be less than that if there are resources to facilitate its

Fed-up of corruption I think returning corrupt ministers in same
government nothing will happen at all. Reason being that our leaders
are not proud of having their own country. As a citizen, I'd like all
ministers' work must be checked on weekly basis because we are tried

Committee to built Capital city incompetent The body which has been
formed by the President to take charge of the building of the new
Capital City (Ramciel) is not competent and will not do better, this
is because it is consisting of people who have no technical-know-how
of the job they are assigned. South Sudan has a good number of
Experienced Engineers and urban planners who can do this job and if
need be alongside foreign experts. This work involves more than
handpicking politicians to do it. Another reason which is worrying
this author is the fact that these politicians will allocate some

Nuer language in Capital city The best national language to be use in
the new capital city of Ramciel is Nuer. The reason why I propose Nuer
language is that we brought freedom for all south-Sudanese. The right
for self determination for the people of South-Sudan is a Nuer dream
not Dinka dream which was the whole of Sudan which you now failed. So
there is no need of using Dinka's mother tongue as the national

Ramciel a right place I completely disagree with Mr. Atem Garang about
the underlined wording 'Dinka will be official language in Ramceil.' I
Wonder whether Mr. Atem meant to provoke the non-Dinkas or he had just
a bad nightmare. Ramceil was chosen as a right place with good faith.
The Bari language is not an official language in Juba, a Bari land, so
why Dinka in Ramceil. So please don't taint a good intention. Agau

Atem Garang Atem: English and Arabic will remain as the official
language for South Sudan and not Dinka as you said. And it's a must
whether we're in Juba, Bentiu or Ramciel, still nothing would change.
Therefore, it's absolutely absurd and bias of you to suggest otherwise
and it won't happened. South Sudan is for all and must be for all no

Having a city in one's area can be a blessing or a curse. But we hope
that it will come to your area with all the benefits and not the other
way round. We know Ramciel is a common region (intersection) of the
three greater regions of Equatoria, Upper Nile and BGZ with its
biggest part in Upper Nile, Equatoria and BGZ respectively (in that
order). What you have written is purely representative of Yirol in
Upper Nile as the container of Ramciel. Is it because the name sounds
like Dinka name? We cannot rewrite history to look strange as you put
it. This has been well documented and known not only by South Sudanese
but even the international community. The proposed land is an
intersection of the three greater regions. So it is land for all South
Sudanese not Yirol (Ador, Aliab or Aweirial). What you have written is
also indicative of unknown. People argued that any capital city
belongs to everyone; a point the members of CES denounced. That every
place has its original people whether it is empty or occupied by the
rightful owners or whether it is a capital or not it has the original
community owners. Are you telling us that the perception that any
capital is a no man's land was spoken on the notion that after all the
the sight effects would be on the CES and Bari in particular. Let us
have common definition but not twisted definitions that are geared
towards fulfilling some peoples' interests. What I know is what other
people should also know that people go to an area with good intention
but not particular interest of occupation and displacement. Generally,
I concur with you because the people of Juba or CES for that matter
had expressed the same concerns. Most of the grievance were/are caused
by some of you Dinka. The negative effects felt as result of presence
of other tribes is not to that extent. Take this seriously, brother,
as the root cause of the discomfort of CES hosting the capital alone.
Long live the unity of South Sudanese and long live Ramciel. The
vision of taking the towns to the people is becoming a reality. Wani

Plan ahead to meet the president! My advice to Priscilla Anade Othow
is that President Kirr isn't just whoever you thought was in the
ballot box during your participation. He's not that kind of man you
think you can just see him as if you are still in the juggle, be it
Bilfam, or whatever. Time has changed, many people participated to
hand over South Sudan into the hands of the blessed owners without
tears of not seeing the President as if he is your manager. South
Sudan is a country today, if you want to meet the president go through
normal procedures not just because you.... and that is it! You even

Move capital city to Rumbek My thanks to South Sudan Government for
moving south Sudan Capital to Ramciel in Yirol area but there's a
problem-- Yirol is swampy. It's better to move South Sudan Capital to

Insecurity a priority, not capital relocation When I put my thoughts
together, I found something wrong with our people. It is hard to
experience what we have heard and seen recently in Jonglei state which
was tragedy to all over South Sudan to lose that big number of people
while reconciliation program between the two tribes is very slow. It
gives me fear of other disasters to happen. I don't know what the
govt. is planning to stop on going insecurity in RSS. Our council of
ministers and parliaments should discuss the insecurity as priority
not relocation of capital city. The ignorance habit and blindness from
our both executives and parliament toward our citizens should stop. It
took some time for me to understand why our people killing themselves

I am very sorry. It is very sad for the president not to allow you to
see him in office. Your husband was here in Washington DC in USA

My fellow countryman, Bullen Bol, the issue of relocating RSS city
should not be taken on political and theoretical bases. First of all,
analyze the current situation of RSS in terms of priorities not
withstanding mismanagement of public resources. I am afraid the
decision reached is just a political maneuvering to threaten Central
Equatoria state government to leave Juba completely to RSS as they
(RSS) have been demanding but I think it is very unfortunate. It will
not materialize in the near future but is bond for reversal.
Capital relocation to evade problems For the six years government was
not able to construct a modern building to the standard of the other
nation, instead millions were accounted only on renovations. How do
you see it realistically within the given period that RSS can build a
new city from zero? See only road from Bor to Juba, leave alone other
areas. Across South Sudan the standard of hospitals, schools,
electricity and roads are still very poor. Don't just voice your anger
in form of rejoicing but being hurt in the heart for the reasons best
known to you.
RSS has the right to move city in any part of South Sudan but not to
be seen as an act of evading problems. If the president doesn't
enforce the law to apprehend culprits involved in criminal acts
(define it the way you like), wherever the capital is moved the same
problems will exist and even may be worse given the cultural behavior
of some communities.
Let us wait and see if the movement of capital city will be real not
only in this given time, but even in 10 to 15 years, you will remember
this letter when you realize that things are not moving the way you
expected. Don’t be afraid only to read news about nepotism, all forms
of mismanagement of public resources for personal interest. Tom

Ramciel will be a paradise but be warned.. Our Massive felicitations
message go to president Salva Kiir Mayardit for implementing the dream
of our late hero, Dr. John Garang De Mabior, alive to make Ramciel as
future city. As for the question of Ramciel, no one is going to be
excluded from South Sudan, we all believe that, it belongs to South
Sudan, but Yirol East ownership of Ramciel is in heart of Ador Land
and Ador is Ciec and Ciec was formerly part of Greater Yirol, everyone
knew this, except for few individuals who want to rewrite history
making it strange in their perception. This is good opportunity for
all of us, we believe and vow for unity of South Sudanese (Greater
Yirol is refer to what is known as Yirol Three dimensions) Yirol East
Ador and Lou, Yirol West Atuot and Apak and Yirol Aweirial Aliab. Each
of these three communities know their geographical map in Yirol
territory. When we are straight forward then we will make a better
future for South Sudan. Ramciel will be paradise home for all of us
whether you are Equatorian, Upper Nile or in Bahr el ghazal region. We
need to recognize the fact that the Land Ramciel belongs to
inhabitants of Ramciel( Ador) and Ciec people of Yirol East in Lakes
state. We all know Ramciel is East Yirol. There is a group of people
who say that Ramciel is no-man's Land, these people are the confusing
elements, who don't even know geographical map of Ramciel. We are very
much aware that there are advantages and disadvantages of a city.
Let's take example of Maasai in Nairobi, Kenya, they were affected as
a result of city expansion. When we refer this to future, it will
displace our communities of greater Yirol, from East, West and Yirol
Aweirial. Message to South Sudanese, we are excited to welcome you as
brothers and sisters to stay in Ramciel in peaceful co-existence, but
we don't want our land to be taken for granted, respect every single
beat in our Land and stop renaming it, it is Ramciel not Ramkiel. It
has owners (Ador) not no-man Land when you don't know them; it is your
time to know us. We welcome you. Long live to president Salva Kiir
