Problem was that JFFNMS expects to use /opt/jffnms/tftpd as the dump directory for the configs. I changed the server_args variable in /etc/xinetd.d/tftp to read '-c -s /opt/jffnms/tftpd' this correcting the directory and allowing the client end to create files (-c).

Works a treat now.

The error means that we couldn't verify that the file exists.

So, the problem its in the TFTP server.

Are you sure that if you "force" a config transfer you can check the contents of the file in the /opt/jffnms/tftpd/ folder ?

I'm guessing that the file does not exists, or its empty. In any case its a permission or connection problem.
