You don't have to use both methods...
Choose one..
Like:
<VirtualHost *:80>
ServerAdmin my email
DocumentRoot C:\jffnms\jffnms-0.7.6\htdocs
ServerName 127.0.0.1
DirectoryIndex index.php
</VirtualHost>
Restart Apache and then http://127.0.0.1/admin/setup.php will work.
You have to read the Apache manual to understand it better.
