What do you mean by rrd scripts?
If you read the list archives, you will now that the problem is probably on the Scheduled tasks, try running the poller manually.
Or if the problem is in setup.php, you have to install RRDTool.
The files in the rrd/ folder are created by the engine/poller.php script, that in windows should be launched from the engine/windows/poller.bat script (if you have JFFNMS installed in c:\jffnms).
