An IP address management system is quite complex, one of my co-workers coded one for my employer, but its too integrated with our internet that will be difficult to make it usable for others.
Also, I'm not sure if an IP Address Management System is in the realm of JFFNMS. Its more like an administrative system, than an Operational system (like a NMS).
