You should do a
chown -R apache:apache /opt/jffnms chown -R apache:apache /var/www/html/jffnms/

even the permission set right. Please also note that symlink is 0777 by default. You need to check the directory pointed

403 is permission denied. Read the apache log to see why it is not allowed. While it could be filesystem permissions it could also be: - Symlink following not allowed - <Directory ...> clause not allowing access
