You have enable that trigger for a user for it to be active.
Look into the triggers users menu.

I’ve got a file in the /opt/jffnms/engine/actions directory called
makeaticket.inc.php, but it is never getting called.
In the rrd_analyzer log, I see this entry:

So I’m thinking something should kick off.
I see this in the consolidate log:
