If it's any help, I had a similar problem when I first tried to install
jffnms about 8 months ago. In my case, the PHP code was being displayed by
the browser. In the end, I believe the issue was either a file permission
problem or an Apache config problem. I got it to work afterwards, but I'm
not sure what I did to fix it because a number of things changed before I
jumped back into setting up jffnms.
Make sure your php5 mod is loading and check permissions on directories
etc...
