The error message can be a bit misleading as it covers lots of errors,
not just the rrd files not being created.
But, what is the problem then? The most common problem with new setups
is wrong paths or permission problems.
Line 56 of lib/api.rrdtool.inc.php has a commented out line:
//debug($command);
Run that command on your command line, it may tell you what is wrong.
Make sure you run it with the same user as what your website runs as.
