Jim,
To answer your question, there is an option in VLC that causes little
bubbles to appear every time the track changes, and that's why JAWS is
announcing it even when you have the program minimized. The solution is:
1. From the Tools menu, select Preferences.
2. Tab until you find a combo box (dropdown) that says, "Show Media
Change Popup." Select "Never" from the combo box. Then tab to OK.
That will keep the popup from appearing every time the song changes,
which means JAWS won't have anything to announce.
