I don't know if JAWS 13 was able to handle Office 2010, although I believe Office 2010 was in widespread use the year that JAWS 13 came out. Still, a combination of JAWS 13, Outlook 2010 and the particular systems your office uses could impair JAWS 13's ability to handle 2010. Since your office recently updated, how about asking them to bring JAWS up to date as well with version 15?
