Okay. Verified on my Office 2013. Sorry. Very early this morning I heard Office 20*03 instead of 20*13.

First, Excel 2013 opens with only one worksheet in a workbook instead of 3. So shift-control-s appears not to work because you can't go to another worksheet because there isn't one

To review the Excel worksheet keystrokes, which are all on the home tab:

Insert sheet: alt-h-i-s, or shift+f11.
Delete sheet: alt+h-d-s.
rename sheet: alt+h-o-r. JAWS says 'edit'. Type in the new name and press enter. It works, but on my machine at least JAWS doesn't talk much about it.
Move or copy sheet: alt+h-o-m.

If you are using the JAWS virtual menus, rename and move/copy are in the home/format menu, and I don't remember where the others are.

On my computer shift+control+s makes a list of worksheets if there is more than one.

You can change tab colors on the lower ribbon of the home tab, somewhere.
