Tom, using your current version of JAWS, your best bet is to perform an OCR of your screen, when you have an unreadable PDF in focus. To do this, you will need to press JAWS Key plus the space bar to activate the layer menu. JAWS should make an audible sound indicating that you've done this successfully. Then press the letter O. JAWS should announce OCR. Then press S for screen. You can also press W for window, if the screen option does not give you what you want.
Should you be interested, JAWS 16 has a feature that will allow you to scan a document using the above method. The only difference is instead of pressing S for Screen, you would press D for document. JAWS 16 is only available as a Beta currently, but it's supposed to be released as a full running update at the end of this month. Not sure if that will happen or not.
