Try as I might, I can't replicate this problem, and the only difference (aside from whatever type of computers we have) is I have JAWS 15. I just tried to cause the problem you're having, and I haven't done it yet. I got myself hung up in full screen mode and almost couldn't get myself out of it, but you've said that's not the problem. In Firefox, under the View Menu, when you select the Toolbars submenu, is the menu bar checked so that it appears? Again, for me turning it off didn't keep me from accessing it when I pressed Alt. Is the window maximized? Do you have a busy wallpaper or something else open that's obscuring part of the window such that JAWS won't read it? Just throwing out random suggestions. The other thought is to adjust your screen resolution, but if you don't know the resolutions that work best with your monitor, this could get tricky and you might make matters worse. If you know the resolutions that work best with your monitor, you can go to the search box on your start menu and type adjust screen resolution. It does not sound like a security setting to me, but the resolution could be a possibility. Also, are you using some sort of strange font, color scheme, or appearance theme? A lot of questions I know; just trying to think of what could cause this. I can't get it to happen on my machine.
