There are two ways to do this, but only one works reliably for me.  That one is

1. Place your cursor in the row where column headings are located.
2. Press the following acrobatic key stroke: insert+control+alt+c.

This creates a .jsi file, which is a JAWS file, associated with the Excel file you are working with. If you take the Excel file to a different computer or location, the .jsi file will not apply so you will have to redo the keystroke.

To set row titles the keys are insert+control+alt+r.

There is another way to do it, which is described in the JAWS training materials. It is similar to setting a bookmark for row and column titles in Word. However, I have been unable to make it work.
