Bring up the settings window (jaws+v) then under "Virtual Cursor" -> "General" there is "Screen tracks virtual cursor", make sure that is checked.
Also, if you are using Firefox you might want to check "use auto scrolling" on the advanced->general tab under the tools->options dialog.
