Kimsan, Sounds like you're hearing the special characters being reported via their ASCII equivalents. I've heard this as well, but usually it's the percent sign and not the double apostrophe. I've never heard the symbols being call "prime", but rather apostrophe. Are you in a different language or dialect than U.S. English?
