it's very easy to block a sender;

1, highlight the message/sender  you wish to block,
press the applications key, or if yu don't have applications key, use
shift+f10,
2, up/or  arrow enter on,
junk email sub-menu,

In Outlook 2007 here's how:

When you've highlighted the message in the folder list,
Action Menu
Junk Mail
Add Sender to Blocked Sender List - or - Add sender's domain to blocked 
sender list

You can also edit all these in the Tools/ Junk Mail/Junk Mail Options
