The Windows console is indeed accessible with Jaws. I've used both the
console interface and Cygwin. I don't remember when the improvement came,
but it's really great with Jaws 15. Somewhat more rocky in Braille with old
Jaws but still usable.
Note that I don't use speech but it shouldn't be much different.
