As someone else said, be certain you are in one of the "Classic"
sound schemes.  You get there with JAWS key plus Alt plus s.
Then, it may be a question of when you want to hear the raised
pitch.  In fact, this happened to me when I first installed JAWS
16.
I typically like to hear capitals when I read a line, sentence,
word, or character.
I think the default may be just to enunciate capitals by
characters.
So, if you read a line, you will hear no capitals, but if you
cursor over, character-by-character, you will hear capitals.
You can change this in the Settings Center or, perhaps to check
and make a temporary adjustment, with JAWS key plus V.  Then type
"Capitals" in the search box.

The ability to have JAWS pronounce capital letters at a higher
pitch than lower case letters, has always been a feature of JAWS
for Windows. As a previous list member pointed out, it was not
enabled or set up correctly in your previously installed version
of JAWS on your computer.
