I also got that google login screen as you can see from the message I sent Ann where I pasted my screen contents into the message, but if you continue arrowing down I think there are more options below.

Ann,

I just tried your various methods of opening Chrome's settings, except for the jumping up and down one, and found that pressing enter does have an effect. After a pause, a webpage opens and a Google sign-up page appears. I infer we're supposed to sign up for Google and log in in order to manage settings. Also Win7, JAWS 16.

windows 7; JAWS 16.

with google Chrome installed, I opened my homepage, then pressed
alt.  There is a menu button, which I pressed, arrowing to
settings.  but when I press senter on settings, JAWS says, "settings,
no links" and nothing more.  If I select all, all JAWS says is
settings.  If I tab, it says "settings'.  If I jump up and down, it
says 'settings'.  I cannot find a way to open that stinkin' settings page.

What's the trick, please????
