Major changes are
Floating search input field with enhanced searching and translation.
ICQ Now! button for a window with detailed links to user groups.
Mostly it is just bug fixes because ICQ99a is still in Beta. So I don't
think you find any changes except a more stable ICQ. They don't say what
bugs were fixed.
