Aisle take a crack at your questions.
First, JFW sees a graphic and makes a calculation based on the number of
pixels in the graphic and the particular colors that the graphic contains.
The result is called  an RGB value.  Everytime JFW sees the graphic, it
sees not a graphic, but a number.
Second, you can find out what to label the graphic in several ways.
Often, when screen echo is set to all, running the mouse or Jaws cursor
over a button will produce a bubble with text in it that will be read by
Jaws.  This is the label you might want.   Also, if it's a button, you may
simply press the button with your left mouse button and see what happens.
Other graphics may not be so easy and may require one time cited assistance. 
Keep in mind that once a graphic is labeled, its labeled for that screen
resolution only.  If you change resolution, or sometimes even video cards,
your labels may be thrown off.
