Hello,
Go to Start menu, press s for settings, tab to task bar and press enter,
tab to "Auto Hide" and see if it is checked. If it is, then uncheck it.
If this is not the problem, then get a sighted person to see if the task
bar is displaced. it may require dragging it back to its proper spot with
the mouse.
