Active desktop

I keep seeing messages about turning off the active desktop in Windows 98.
 What is the  "active desk top"  When and  why should it be turned off.  .
 Should the active desk top ALWAYS  be turned off when Windows 98 is
installed?   Is it something that is incompatible with jfw?
